MISSION STATEMENT


The Mission of the Pittsburgh Urban Officials Association is to create a culture within the
organization based on guiding principles and personal characteristics, such as perseverance,
respect for others, brotherhood, sisterhood and trustworthiness. In order to create an
environment that focuses on developing and demonstrating civic virtue and moral charter within
officiating.

CODE OF CONDUCT


We are The Pittsburgh Urban Officials Association believe that our Chapter should be
conducted in an ethical, honest and fair manner, using the “Golden Rule” as a basic principle in
all business activities. We expect each member to represent and provide quality services to our
customers with professionalism and dignity in an honest and thoughtful manner, always
conscious of the reputation and integrity of Pittsburgh Urban Officials association.


HISTORY OF PITTSBURGH URBAN OFFICIALS ASSOCIATION


The Pittsburgh Urban Officials association (PUOA) informally organized in 1972,
because at that time it was difficult for minorities to find a home with other Basketball Chapters.
In 1975, we officially became a chartered member of the Pennsylvania Interscholastic Athletic
Association (PIAA) under the auspices of Dr. Herb Smith, Irv Biggs, Tim Jenkins, and the late
Tom Adams. From those humble beginnings has risen a basketball chapter for the next
millennium. Our motto is to take the extra step.
As a group of professional men and women Pittsburgh Urban Officials Association has
flourished. We have officials working at various levels of basketball including junior high
school, varsity high school,, junior college and NCAA Division I, II, III and NAIA levels of
college basketball. We have officials who have worked some of the most prestigious basketball
leagues and programs as follows: The Connie Hawkins Summer Basketball League, The
American Old Timers National Basketball league, the Ozanam Basketball Program, The
Keystone State Games, and the Amateur Athletic Union (AAU) Basketball Program. Our
officials have worked playoff and championship games for the Pittsburgh Public Schools, the
Western Pennsylvania Interscholastic athletic Association (WPIAL) Pennsylvania Interscholastic
Athletic Association (PIAA). College playoff and championship games also are a part of our
proud history. We have developed various programs to serve and assist the youth of the

Pittsburgh community. Our experience is comparable to any other group in the North East
Region.

STANDARD OPERATING PROCEDURES
FOR
PITTSBURGH URBAN OFFICIALS ASSOCIATION


We the membership of the Pittsburgh Urban Officials Association, desiring to create a
vehicle through which all officials may formally participate in the affairs of PITTSBURGH
URBAN OFFICIALS, do hereby establish THE STANDARD OF OPERATING
PROCEDURES that govern the actions and activities of the PITTSBURGH URBAN
OFFICIALS ASSOCIATION.
I. NAME
The name of this organization is THE PITTSBURGH URBAN OFFICIALS
ASSOCIATION here in after (“PUOA”). The governing body of this organization is the PUOA
Executive Board.


II. OBJECTIVES AND PURPOSE
The objectives and purpose of the PUOA shall be:
To promote the welfare and advancement of PUOA membership.
To foster PUOA friendship formed during officiating years.
To unify current alumni members and rekindle their interest in the association.
To provide the financial assistance to the PUOA association through active support of its various
fundraising activities.
To corporate with the PUOA’s programs of: Officials recruitment, guidance, training and
development.
To keep the membership informed of PUOA sentiment. To extend to the PUOA membership
experience and skill in meeting the organizational problems

To provide programs of continuing official education and intellectual cooperation: To encourage
PUOA participation in civic and community affairs.

To stimulate PUOA leadership to publicize the good name and prestige of the Association.
To establish an effective medium through which membership may support and advance the cause
of the PUOA mission.
The PUOA will operate in accordance to the established rules and standards of the Pennsylvania
Interscholastic Athletic Association (“PIAA”)


III. JURISDICTION


SECTION A


The PUOA Executive Board shall be the formal and official voice of all the membership,
and shall have the following responsibilities.
1. Manage and conduct the business of the PUOA including the creation and
termination of standing and ad hoc committees.
2. Institute and coordinate specific programs for member participation and to offer
services to PUOA members.
3. Assist the PUOA in achieving its objectives.
4. Executive Board shall be comprised of:
President, Vice President, Secretary, Treasurer, Rules Interpreter, Assignors and
two Members appointed by the President and as approved by the elected Executive
Board


SECTION B


Policy for emergency decisions will be to provide a means for making decisions on
timely subjects when it is impossible to convene or poll the entire PUOA membership.
At anytime between regular meetings of the PUOA general meetings, Executive Board
meetings, when subjects arise that should have the attention of the entire Executive Board or
general membership, and which must be decided on in a short time, and it’s not practical to call a
special meeting of the Executive Board or general membership, decisions may be made by a
majority vote of the Executive Board consisting of the President, Vice President, Secretary,
Treasurer and Assignor. Such decisions made by the Executive Board at a central location or by
polling them by telephone. Such decisions shall be reported and explained at the next regular
Executive Board meeting or PUOA general membership meeting.

SECTION C


The PUOA Executive Board shall have the right and responsibility to initiate formal and
recommended proposals to the PUOA membership on any issues affecting policy and general
membership welfare.


SECTION D


The PUOA Executive Board shall be the channel through which any member of the
association shall obtain a formal PUOA review on any PUOA related issue.


SECTION E


The PUOA Executive board shall be elected as stated in the Article VII. All members of
the PUOA, who are in good standing are eligible to run for an elected office.
SECTION F - COMMITTEES
There will be five standing committees within the PUOA which will have a chairperson
selected by the President with the exception to the Ethics Committee and the Fundraising and
Activities Committee chairs. Each committee chair will be appointed as chair for a two year
term. Each committee must select a committee recording secretary to take minutes of each
meeting to turn into the PUOA Executive Secretary before each regularly scheduled meeting.
Each PUOA member who serves on a standing committee will be asked to serve for two years.


1. Training and Development Committee


The training and Development committee hereby known as TAD shall be
chaired by a member delegated by the President and shall include the Assignor
and Chapter Rules Interpreter as one of the functioning members. The committee
chairperson will be appointed by the President. The chairperson will be
responsible for appointing the committee which will consist of up to five
members in good and financial standing from the PUOA Board, recognizing that
the lifeblood of a chapter rests on the development of new members. This
committee will be responsible for the following:
A. Bringing new members into the chapter via the basketball instruction
program class taught every spring.
B. Assist in the training of new officials in becoming competent
basketball officials.
C. Assist new officials in learning the procedures of the chapter as it
relates to the standard operating procedures.

D. Assist new officials in their personal and professional development
as basketball officials.
E. Provide regular ongoing evaluations and feedback for all members
who have less than three years experience. For members who are
over three years, annual and periodic evaluations will be conducted.
F. Provide mentoring services, and or direction for designated officials
to ensure their personal and professional development.


2. Nomination Committee


The nominating committee chairperson will be appointed by the President,
and the chairperson will be responsible to select up to two or four
additional members to serve on the committee from the PUOA general
membership in good and financial standing and approved by the Executive
Board. The committees responsibility will be to select from PUOA
membership the slate of officers for the next Executive Board. Those who
have expressed an interest are contacted by the committee. They are then
requested to submit a statement of qualification and goals for the position
they seek. Other members may nominate prospected officers, but the
committee will still follow the plan discussed above. A slate of candidates
is presented for election to the voting members of the PUOA on the
second to the last regularly scheduled meeting of the year.


3. Program Committee


The PUOA will be actively involved in local schools and community
development. This will be achieved by way of specific programs which
will enhance PUOA as well as the community at large. The committee
will focus and primarily be responsible for:
A. Occasionally volunteering to officiate games for non-profit
Community Groups.
B. Sponsorship of youth recreational leagues.
C. Coordination of tournaments.
D. Coordination of Banquet.
E. Establishment of Scholarship.

The President will appoint the chairperson, and the chairperson will be
responsible for appointing an even number of committee members in good and
financial standing from the PUOA membership and be approved by the Executive
Board.


4. Fundraising and Activities Committee


The Fundraising and Activities Committee will be chaired by the Treasurer of the
PUOA. The committee will assist the Association with all solicitations and be
responsible for all fundraising through the Annual Ticket Raffles, 50-50 drawings
and donations to organizations, charities and clubs. The committee chairperson
will be responsible for selecting the rest of the committee which will consist of
PUOA membership and be approved by the Executive Board. The committee can
consist of up to five members that are in good and financial standing.


5. Ethics Committee


The ethics Committee will be chaired by the Vice President, and consist of one
additional member of the Executive Board appointed by the Vice President in
conjunction with the President, and one from the general membership, also
appointed by the Vice President in conjunction with the President and approved
by the Executive Board. This committee will conduct hearings on all matters
related to the ethical, and professional conduct of the membership that could have
implications for the welfare, image and operations of the PUOA. These matters
can include but are not limited to, financial matters, conduct, professional
decorum and failure to follow procedures as established by the Standard
Operating Procedures of the PUOA.
The ethics Committee will perform the appropriate investigations and hearings
into the issues and concerns brought forward by the President regarding the
aforementioned, and respond in writing with its findings within ten (10) calendar
days of its submission to the appropriate parties involved.


6. Appeals Process


Appeals to the Ethics Committee ruling must be submitted in writing to the
President within ten (10) calendar days of said ruling. The President will then
present to the Executive Board the written appeal. Any and all action will stand
as imposed by the Ethics Committee until final disposition is resolved by the
Executive Board. The Executive Board will then hold authority for accepting,
overturning or revising the written ruling of the Ethics Committee. Upon
submission of a written appeal, the member in question shall have an opportunity
to appear in person before the Executive Board to present and support their

appeal. This meeting shall be scheduled and held within ten (10) calendar days of
the Executive Board’s hearing. The Executive Board’s ruling shall be considered
final.


IV. MEMBERSHIP


SECTION A – All PUOA membership have the following rights:
1. To attend all meetings of the PUOA, open meetings of the Executive Board,
and standing committees.
2. Be required to attend a minimum of six business meetings scheduled within
a season.
3. To vote for the PUOA Executive Board as stated in Article VII.
4. To serve on standing or ad hoc committees of the PUOA. If interested,
members must submit in writing to the President for which committee.
5. To submit recommendations to the PUOA regular meetings or to the
Executive Board.
6. To participate in all programs sponsored by PUOA; i.e., raffle.
7. To run for an elected office of the PUOA as stated in ARTICLE VII
SECTION A.
8. PUOA members are required to pay yearly dues established by February 28
of each preceding year. A late fee of $50 will be assessed if not paid by
this date.
9. Make final approval of the general operating budget once approved by the
Executive Board with majority vote.
10. All PUOA members must notify the Assignor of any and all incidents or
problems as it relates to before, after and during the game. A call should be
placed to the Assignor immediately following the game and no later than 24
hours.
11. Any member who writes a check, and it is NSF will be subject to pay
additional charges based upon the bank fees, and may be subject to a
hearing before the Ethics Committee.
12. Officials must attend the annual PIAA mandatory rules interpretation
meeting each year.

13. Any official who retires should report their retired status to both the local
chapter and the PIAA office to avoid becoming suspended.
14. Any PUOA member may be excused from general PUOA meetings due to
the following reasons, death of a family member, illness, work. You must
notify and submit to the Chapter Secretary in writing the reasons for your
absence prior to the next regularly meeting. Any member who fails to
follow the procedures above will be listed as an unexcused absence.
15. All PUOA members are independent contractors, and not employees of
PUOA.
16. Any member that is not financial shall be ineligible to vote on behalf of
PUOA business.
17. All PIAA officials who passed the test must have all Act 33 and 34 and 151
clearances to officiate.
18. In order to be considered a member of the Executive Board, members must
be in good standing for at least 5 consecutive years prior to candidacy or
with the approval of the existing executive board for those under the 5 year
period.
19. STANDARD CHAPTER POLICY does not permit members to discuss the
events of the game with the MEDIA.


SECTION B – Members Responsibilities


1. Must complete and return Chapter Affiliation form to the PIAA office 15
days following notification from the PIAA office of their registration as an
official. Failure to comply with this deadline subjects new members to
possible suspension by the PIAA office.
2. Must have Chapter Affiliation form signed by the local chapter Secretary.
3. Must be interviewed by the Executive board.
4. New members may not maintain membership in two or more chapters.
5. Must meet the following conditions of Article IV Section A once accepted.
6. Probation will be a minimum of (1) one year and a maximum of (2) two
years with Executive Board.
7. Act 33, 34 and 151 clearances must be submitted to PIAA as required.

SECTION C - Honorary Membership shall be extended to persons who show an interest
in the welfare of the PUOA. A majority vote of the membership is necessary for a person
to receive honorary membership. Honorary membership may be extended to a
designated rep, alumni or a previously noteworthy member who meets and networks with
or on behalf of the PUOA.
Honorary membership carries the following privileges:
1. To attend all meetings of the PUOA, all open meetings of the Executive
Board, and standing committees.
2. To serve on standing or ad hoc committees of the PUOA.
3. To submit recommendations at the PUOA meetings or to Executive Board1.
4. To participate in all programs sponsored by the PUOA.
5. Honorary members are not authorized to vote at PUOA meetings, and are
not eligible to run for an elected office.
6. Not required to pay dues.
7. Must have served a minimum 15 years active status.

SECTION D. HONORARY LIFETIME MEMBERSHIP


Honorary Lifetime Membership shall be extended to an PUOA Alumni member who
shows an interest in the welfare of the PUOA. A majority vote of the membership is
necessary for a PUOA Alumni to receive Honorary Lifetime Membership. Honorary
Lifetime membership may be extended only to PUOA Alumnus.
Honorary Lifetime Membership carries the following privilege:
1. To attend all meetings of the PUOA, all open meetings of the Executive
Board and Standing Committees.
2. To serve on standing or ad hoc committees of the PUOA.
3. To submit recommendations at the PUOA meetings or to Executive Board.
4. To participate in all programs sponsored by the PUOA.
5. Honorary Lifetime Members are not authorized to vote at PUOA meetings
and are not eligible to run for an elected office.
6. Not required to pay dues.

SECTION E. TRANSFERS


Transfer officials must meet the following conditions below prior to being accepted as
a PUOA chapter member and follow Article IV Section A.
1. Transfer officials will go through an interview process with the Executive
Board.
2. Probation will be a minimum of one (1) year and a maximum of two (2)
years with the Executive Board review.
3. Mentoring will be set up by TAD.
4. Evaluation of transfer official must meet Section F Article 1E.
5. Must have chapter transfer form signed by both chapter secretaries and then
complete and submit to the PIAA office.


SECTION F RETIRED OFFICIALS


1. Must report their retired status to both the local chapter and the PIAA office
in order to avoid suspension.
2. Must fill out the Retired Officials form with chapter secretaries signature.


SECTION G INACTIVE MEMBER STATUS


Responsibilities included below:
1. Submit to the PIAA office an inactive status form by December 1st. This
will eliminate any suspensions by the PIAA.
2. You may remain inactive for up to two(2) years. However you must submit
an inactive form each year.
3. Must continue to pay the PIAA dues.
4. Inactive officials cannot officiate any PIAA contests.


V. PUOA EXECUTIVE BOARD MEMBERS AND RESPONSIBILITIES:


SECTION A – The PUOA shall be led by an Executive Board and shall be composed of
the President, Vice President, Secretary, Treasurer, Assignor, Assistant Assignor and Rules
Interpreter. Plus two members from the general membership all having been appointed by the
President, approved by the elected Executive Board.

SECTION B – All PUOA Executive Board members shall have been members of
PUOA in good standing for at least 5 consecutive years prior to candidacy or with the approval
of the executive board for those under the 5 year period.


SECTION C – The PUOA Executive Board Members shall have voting rights within
formal meetings of the PUOA membership.


SECTION D – Approve the general operating budget once prepared by the President and
Treasurer.


SECTION E – The President shall have the following authority and responsibility:
1. Call and chair all meetings of the PUOA general meeting, and Executive
Board Meetings, and exercise all powers, and duties usually pertaining to
presiding officer.
2. Appoint standing and ad hoc committee chairpersons.
3. Act as the liaison between the PIAA, WPIAL Media unless delegated by the
President to the appropriate member.
4. Delegate any unlisted duties.
5. Announce closed or open meetings for executive sessions.
6. Coordinate all election procedures.
7. Develop the operating budget of PUOA with the Treasurer.
8. When the Secretary is absent someone from the executive board will be
asked if they would be willing to take minutes by the President.
9. President shall have access to arbiter to aid in the checks and balances to
ensure games are covered and crew assignments are met. Chapter will pay
administrative fee for the cost of adding president to the arbiter.


SECTION F – The Vice President shall have the following authority and
responsibilities.
1. Assist the President with his/her responsibilities.
2. Chairs the Ethics committee.
3. Chair the committees responsible for by-law reversions or amendments.

4. Assume the duties of the President at the request, resignation or the absence
of the President.
5. Perform all other duties delegated by the President.


SECTION G – The Secretary shall have the following authority and responsibilities.


1. To be responsible for the taking, safekeeping and distribution of the minutes
of all meetings of the PUOA Regular Business Meetings, and Executive
Board meetings.
2. Assume the duties of the President at the request, resignation or in the
absence of both the President and Vice President.
3. Perform all other duties delegated by the President.
4. Present a past report at each meeting of the PUOA regular business
meetings.
5. Collect all reports for all standing committees for future safekeeping.
6. Provide the End-of-Year report as per PIAA requirements.
7. Submit names of all members who attended the Rules and Interpretation
meeting as required by PIAA.
8. Chapter minutes to be posted to homepage of the arbiter no later than 3 days
after scheduled meeting.
9. Responsible for submitting WPIAL Playoff list.


SECTION H – The Treasurer shall have the following authority and responsibilities.


Banking Information – The PUOA Executive Board has authorized the Treasurer to set
up and maintain a bank account for the sole purpose of collecting dues from chapter members to
keep them in good standing as required by the PIAA, as well as to collect monies from
institutions, in order to pay officials for games they covered. The account will be used to pay the
assignor, assistant assignor and cover the cost of the annual banquet along with any other
miscellaneous fees or costs that fall under the responsibility of PUOA. The Treasurer will
provide the board with a monthly update during the playing season.” The bank account will be
setup in the name of the Organization, Pittsburgh Urban Officials Association. No accounts will
be closed without the approval of the Executive Board.
1. Maintain a permanent record of all financial transactions of the PUOA.
2. Present a financial report at each regular business meetings of the PUOA.

3. Oversee the PUOA assets along with the Executive Board.
4. Allocation of PUOA funds as directed by the Executive Board.
5. Make sure that all PUOA members are financial and notify the chapter
Secretary and Assignor of those who are not financial.
6. Chair the fundraising committee each year and receive funds from the
fundraising committee.
7. Develop the operating budget of PUOA with the President.
8. Be responsible for submitting to the Executive Board a monthly financial
statement.
9. Prepare and submit a year to date report of the budget status.
10. To be responsible to bill any, and all PUOA members for NSF checks.
Based on bank charges.
11. Collect and maintain all PUOA funds.
12. Provide information in case of an Audit.


SECTION I – The Assignor(s) shall have the following authority and responsibilities

with regard to assignments, leagues, contract negotiations and marketing.


1. The primary responsibilities are to make sure all members have a game
scheduled as long as they are financial and in good standing.
2. The game assignments and/or block dates assignments should be made
no later than October 15th.
3. Shall make all assignments of PUOA members for all schools, some leagues
and organizations which we service.
4. Consult with president in order to negotiate necessary contracts of business
for PUOA with approval of the Executive Board.
5. Perform marketing duties necessary for the membership of PUOA.
6. Represent PUOA at outside functions for marketing purposes.
7. Consult with the President in order to represent PUOA at meetings with
WPIAL, PIAA and other official’s gatherings as necessary.

8. Assist in the TAD program as it relates to evaluation of new members and
continued evaluation of PUOA members.
9. Shall do game observations a minimum once a week for PUOA
members during the regular basketball season.
10. Assignor(s) has all responsibilities associated with game assignments,
schedules and contracts. The will be notified of any and all problems that
occur before, during or after the game. The initial notification will be via
phone the same day of incident or the next morning. STANDARD
CHAPTER POLICY does not permit members to discuss the events of the
game with the MEDIA.
11. Assignor(s) will receive a fee for services which will be approved by the
Executive board.
12. Assignor(s) may discipline members as needed as long as it relates to
schedules, no shows, calling partners, calling schools, etc.


SECTION J – The Rules Interpreter shall have the following authority and
responsibilities.


1. Attend State Rules Interpreter meeting.
2. Conduct State Rules Interpretation Meeting for PUOA members, coaches and
other officials.
3. Perform all other duties delegated by the president.
4. Sit on training and development committee.
5. Provide rules interpretation at all general PUOA meetings.
6. Respond and answer all questions of PUOA members as it relates to rules.
7. May hold a class to bring in new members.
8. Consult with State Rules Interpreter for rules clarification and
interpretation.


VI. MEETINGS


SECTION A - PUOA shall meet for rules interpretation in the months from OctoberMarch of each year and the PUOA executive Board shall meet with the committee chairs
each fall winter and spring. Special meetings must be called by the president at his/her
discretion.

SECTION B – A quorum sufficient to conduct voting business of PUOA general
meetings shall consist of simple majority of the total voting PUOA members present.
Decisions concerning amendments to the bylaws, standard operating procedures, removal
from office or either a member or and PUOA Executive Board shall require two-thirds
2/3 majority vote of The PUOA membership


VII. ELECTIONS


SECTION APUOA Executive Board shall be elected in a general election of the
PUOA. The elections procedures are as follows.
1. Elections shall be held annually during the last regularly meeting of the
year.
2. The present nomination committee shall publish notices and announce no
later than the second meeting in January to invite PUOA members who seek
nominations. The committee shall submit a list of qualified members
3. The Executive Board will instruct this committee to prepare a ballot for
members seeking nominations to ensure the nominees are financial and in
good standing.
4. The nomination committee shall present its proposed ballot to the general
membership no later than the 2nd to last meeting of the year.
5. Nominations for inclusion of the ballot may additionally be made by one or
more PUOA members. Nominations made in this manner must be made to
the chairperson of the nomination committee by the end of the first meeting
in February. The chairperson will ensure inclusion of the nomination of the
ballot by presenting this amended ballot to the general membership by the
2nd to last meeting for the year.
6. Elections shall be by majority vote.
7. Voting shall take place on the last regular scheduled PUOA business
meeting.
8. Every member will have the opportunity to vote on the nominees on the last
regular scheduled PUOA business meeting. If PUOA members do not agree
with the persons on the nomination ballot then a PUOA member may write
in a prospective candidate (s) for election on Executive board with the
winner going to majority vote. Same rules apply to all members: Must be
financial and in good standing.

SECTION B – Election procedure for vacancies are as follows:


1. Except for the president and vacancy which occurs shall be filled by the
nomination of the president with approval of a simple majority of the PUOA
executive board members.
2. A vacancy in the office of the president shall be assumed by the vice
president.


SECTION C – Terms of office


The members of the PUOA executive board shall serve for one year. Those newly elected
shall take office beginning with the fall meeting in the next season. Anyone who chairs a
committee will be appointed for 1 year and those members who serve on the standing
committee will also be asked to serve for a maximum of 1 year.
SECTION D – Voting
1. Each member shall have (1) vote on all questions and the vote of the simple
majority shall prevail in all matters. Exceptions Article 10, Section A.
2. Provided a quorum is present for the purposes of conducting business, a
majority shall be ONE vote more the one –half of the number of members
present.
3. Each member must attend a minimum 6 total and 3 PUOA meeting to
have voting privileges, be financial and in good standing.


VIII. ABSENCE AND REMOVAL FROM OFFICE


SECTION A- A PUOA Executive board member or member who holds an appointed
position shall be removed from office pursuant to procedures set forth in Article V1 section B,
for any of the following reasons.
1. Neglecting the duties of the offices.
2. Having excessive unexcused absences from regular business meetings in a
year.
3. Being no longer able to positively represent PUOA in a professional
manner.
4. General membership may petition the PUOA executive board member (s)
for removal of an Executive board member (s) on the basis of Article VIII
Section A.

SECTION B –Any resignation must be submitted in writing to the President and the
Secretary.


IX. AMENDMENTS


SECTION A – All amendments of the Standard Operating Procedures shall be subject to
the approval of PUOA executive board, and must have 2/3 majority vote to be submitted to
membership.


SECTION B- Any Proposed amendments to these SOP must be submitted in writing to
the executive board for inclusion on the agenda of the next PUOA general business meeting. Any
approved amendment shall take effect on the nest meeting


SECTION C – In the event of a dispute arising from the interpretation of the SOP the
final decision regarding interpretation shall be made by the Executive Board and must be in
writing.


X. GAME MANAGEMENT


Assignor (s) has all rights and responsibilities associated with the assignments of game
schedules and contracts. Each PUOA member is responsible for his/her schedule.


SECTION A – Schedules or Assignments – All PUOA members are required to
check Arbiter or any other assigning device daily for assignments for the up coming season.
For acceptance of your assignment is an indicator that you have agrees upon the following
assignment schedule.
Once the games are posted to Arbiter or assigning device you will have 5 days to
accept the game assignment. In the event the time has elapsed the game will revert back to
assignor(s) as turn back. Failure to accept the game in five (5) days the assignor cannot
guarantee the game will be replaced or given back.


SECTION B- Turning Back Games – Once a PUOA member agrees to the following
conditions above then the policy for turning back games for emergency purposes (i.e. work,
illness, family situations) will be as follows: After accepting assignments PUOA members must
immediately, or soon as you have knowledge turn assignments back to assignor (s) for
emergency purposes. If you can’t reach assignor (s) then the president should be notified, And if
both Assignor (s) or President are not available the president will appoint someone.


SECTION C: No Show or Missed Assignments – All PUOA members must fulfill their
assignments. There is no excused for missed assignments.
1. If a member misses a PIAA, City League, or non PIAA assignment then
you will be required to pay the game fee missed and your schedule will be

reduced by a minimum of 2 games and subject to a hearing by the Ethics
board.
2. The officials must call, text or email with each other 48 hours prior to
the game. Make sure you get a response back. Do not assume they got
the message.
3. The referee is responsible for calling the school.
4. If you have not receive game confirmation from your partners 24 hours
prior to game you are required to call Assignor(s)
5. If a member misses a game assignment because the above was NOT
followed all officials involved will lose a minimum of 2 games.
6. Failure to adhere to policy could result in reduction of one game
assignment while repeated offensives will result in more future
reduction of assignment and a hearing before the ethics committee.


SECTION D - REPORTING REQUIREMENTS ARE AS FOLLOWS:
1. You must have carry and be ready to present your PIAA card at ALL
TIMES.
2. Varsity – Arrive 1 hour prior to game time
3. Junior Varsity – Arrive 45 minutes to 1/2 hour prior to game time
4. Junior High & Grade School – Arrive 1/2 hour prior to game time
5. Chapter recreational leagues are 15 minutes prior to start. If the situation
warrants a second game being done by a PUOA Official who just worked,
then they must stay around until the scheduled official shows. Chapter
policy and penalty for not adhering to the above time frames may be subject
to; 1st offense will be discussion between member and Assignor. 2nd
offense loss of game. 3rd offense is a review and hearing by the Ethics
Committee for future sanctions.


SECTION E - TRADING GAMES - Policy on trading games is never to trade a game
within or outside the chapter without approval or sanction of the Assignor. In the absence of the
Assignor or Assistant Assignor, the President should then be notified. The penalty for not
adhering to trading games without approval or sanction of the Assignor will be: 1st offense loss
of a game for all members involved Second offense will be a hearing review by the Ethics
committee for future sanctions.


SECTION F - SOLICITATION OF GAMES - There will be a called meeting to
coordinate procedures, protocol to be held each year for solicitation of PIAA games for the
chapter. All members must be Ethical and professional in their approach.
Pursuant to Article V Section I. Assignor authority and responsibilities for chapter members
are also governed by the following:

1. NON PIAA LEAGUES - Members who work those non PIAA league
games not contracted or approved by the association must do so as an
independent contractor, and are functioning at their own risk. You are
personally and legally liable for any actions, which are brought, and you do
not fall under the protection of the PUOA liability.
2. If a member is working games for an individual chapter member without the
knowledge of the assignor, and/or this conflicts with the assignor carrying
out chapter responsibilities, then this shall be considered to be actions
detrimental to the well being of this chapter.
3. Any and all PUOA sponsored, and contracted leagues take precedent over
any other non PIAA leagues not approved by assignor or president.
SECTION G - DRESS CODE - All chapter members are required to dress
professionally and appropriately at all times. NO JEANS OR TENNIS SHOES
ALLOWED.
Varsity Games - business casual.
Junior Varsity Games– business casual
Afternoon Games - business casual, but can go dressed in officials uniform if need be.
Middle School and below – You may go dressed in official uniform.
Recreational League Games -
1. Solid black shorts
2. Referee shirt
3. black shoes
4. White or Black socks only
SECTION H - INCIDENTS OR PROBLEMS AT GAMES-Assignor has all
responsibilities associated with the assignment of game schedules and contracts. The assignor
will be notified of any and all incidents or problems that occur before, during, or after a game.
Initial notification will be via a telephone call placed either that same day, or the next morning.
Contact via fax is acceptable. STANDARD CHAPTER POLICY does not permit members to
discuss the events of a game with the media.
SECTION I - GRIEVANCE PROCEDURE - The appeals procedure that follows is
designed to afford PUOA members an opportunity for prompt and impartial judgment of
grievances resulting from being treated unfairly and/or subjected to treatment outside of the
chapters guidelines and policies. Decisions as to PUOA members performance or evaluations are
not subject to appeal under this policy.
Level 1. The PUOA member first discusses the grievance privately with another
member, Assignor, etc.
Level 2. If no settlement is reached the PUOA member next confers privately with the
President, the PUOA member must submit grievance in writing.

Level 3. If no settlement is reached, the PUOA member next confers privately with the
Executive Board. Timeliness is very important in the grievance procedure, and
an answer should be given within 4 8, hours after a Level 2 or Level 3 hearing.
When additional time is required to respond, the PUOA member will be
notified within 48 hours as to when an answer will be forth coming. The
decision of the Executive Board is final.


XI. PROBATION


The Executive Board authorities the Ethics Committee to place on probation, and exclude from
eligibility for assignments any PUOA member:
A. Who violates or cancels a contract with a member, school or alters a proposed
contract without the consent of the other contracting party.
B. Who fails to wear required uniform or be on time for required game events.
C. Who fails to cooperate with the PIAA and PUOA.
D. Who fails to follow the standard operating procedures as written.
E. Whose conduct on or off the competition surface is not conducive to the best
interest of the PIAA or the PUOA.
F. Who fails to comply with the regulations pertaining to sports officials by the board of
control, or PUOA Executive Board.
G. What may constitute probation:
Illegal Activities
Immoral Conduct
Subversive Conduct
Unethical Conduct
Conduct unbecoming of Chapter Standards
Any member who is placed on probation shall:
1. Have no voting rights.
2. Be subject to limited games.
3. Be on probation for a minimum of (1) one year and no more than (2) two
years with Executive Board review.
4. Be subject to periodic review and evaluations.


XII. REVOCATION OF SCHEDULES


The PUOA Executive Board authorizes the Ethics Committee to revoke a PUOA members
schedule for the following reasons:
1. Suspension guidelines described in Article XIV Section A - F.

2. Failure to follow the standard operating procedures written.
3. Failure to comply with regulations pertaining to sports officials.
4. Members who fail to cooperate with the PUOA.
5. Failure to pay dues.
6. What may constitute revocation of schedule:
Illegal Activities
Immoral Conduct
Subversive Activities
Unethical Conduct
Conduct unbecoming of Chapter Standards
Any PUOA member whose schedule is revoked. Then a written response of the offense will be
turned into the PIAA for further action.


XIII REINSTATEMENT OF REVOKED SCHEDULE


1. Reapply to chapter.
2. Must go through an interview process with the Executive Board.
3. Will be placed on probation for a minimum of (1) one year and a maximum
of (2) two years with Executive Board review.
4. Must continue to meet the following conditions of Article IV Section
A.
5. Must adhere to standard operating procedures.
XIV PIAA SUSPENSION - May consist of a Registered official:
A. Who repeatedly violates or cancels contracts with member schools
or repeatedly alters proposed contracts without the consent of the
other contracting party.
B. Who is charged with Aggravated assault, a drug - related offense, or a sex
related offense.
C. Who pursues a course of action which is detrimental to the welfare of
the Association or members thereof.
D. Who will not cooperate with the PIAA.
E. Whose conduct on or off the competition surface is not conducive to the best
interest of the PIAA.

F. Who will not comply with the regulations pertaining to sports officials by
the PIAA.


XV REINSTATEMENT OF SUSPENDED OFFICIALS


The exclusive procedure by which an official, who has been suspended for any length of time,
and for any reason, may be reinstated as a PIAA registered official is as follows:
1. A suspended official must send a new application for registration to the PIAA
office.
2. A registration fee of Twenty Five dollars must accompany the application.
3. The suspended official must take the examination in the sport in which
reinstatement is requested, and earn a grade of seventy-five percent or better
on the examination.
4. The annual dues for the sport or sports in which reinstatement is required
must be paid.
